    Make the Dough

    In a large bowl, mix together the flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in the egg and cold water until the dough comes together. Knead briefly on a floured surface, then wrap in plastic wrap and refrigerate for at least 30 minutes.

    Prepare the Filling

    In a skillet over medium heat, heat olive oil. Add the chopped onion, garlic, and bell pepper, and sauté until soft. Add the ground beef, cumin, paprika, salt, and black pepper. Cook until the beef is browned and cooked through. Remove from heat and let cool.

    Assemble the Empanadas

    Preheat the oven to 400°F (200°C). Roll out the dough on a floured surface until thin. Cut out circles about 4 inches in diameter. Place a spoonful of the filling in the center of each circle. Brush the edges with beaten egg, fold over, and press to seal. Place on a baking sheet lined with parchment paper.

    Brush the tops of the empanadas with the remaining beaten egg. Bake for 20-25 minutes until golden brown. Allow to cool slightly before serving.
