Prepare Gelatin
In a small bowl, sprinkle the gelatin powder over the water and let it sit for about 5 minutes to bloom.

Heat Cream Mixture
In a saucepan, combine the heavy cream, whole milk, sugar, and vanilla extract. Heat over medium heat, stirring occasionally, until the mixture is hot but not boiling.

Dissolve Gelatin
Remove the saucepan from heat. Add the bloomed gelatin to the hot cream mixture and stir until the gelatin is completely dissolved.

Pour into Molds
Pour the mixture into individual molds or ramekins. Allow it to cool to room temperature before transferring to the refrigerator.

Chill
Refrigerate for at least 4 hours or until set.

Serve
To serve, gently run a knife around the edges of the molds, invert onto plates, and drizzle with balsamic vinegar.
