Prepare the Marinade
In a large bowl, combine the water, kosher salt, brown sugar, paprika, black pepper, garlic powder, onion powder, cayenne pepper, and liquid smoke. Stir until the salt and sugar are fully dissolved.

Marinate the Brisket
Place the brisket in a large resealable plastic bag or a shallow dish. Pour the marinade over the brisket, ensuring it is fully submerged. Seal the bag or cover the dish and refrigerate for at least 12 hours, preferably overnight.

Preheat the Oven
Preheat your oven to 300°F (150°C).

Sear the Brisket
Remove the brisket from the marinade and pat it dry with paper towels. In a large oven-safe skillet, heat the olive oil over medium-high heat. Sear the brisket on all sides until browned, about 3-4 minutes per side.

Once seared, add the beef broth to the skillet. Place the fresh rosemary and thyme on top of the brisket.
