Prepare the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough for about 5 minutes until it becomes smooth. Cover with a damp cloth and let it rest for 30 minutes.

Roll Out the Dough
After resting, divide the dough into 4 equal portions. Roll out each portion into a thin circle on a lightly floured surface.

Add Scallions
Brush a thin layer of vegetable oil on each rolled-out dough, then sprinkle a quarter cup of chopped scallions evenly over the surface.

Roll and Shape
Starting from one edge, tightly roll the dough into a log. Coil the log into a spiral and flatten it gently with your hand. Roll it out again to form a pancake.

Cook the Pancakes
Heat a tablespoon of vegetable oil in a skillet over medium heat. Cook each pancake for about 3-4 minutes on each side until golden brown and crispy. Repeat for the remaining pancakes.

Serve
Slice the pancakes into wedges and serve hot with sweet and sour sauce.
