In a mixing bowl, combine ground chicken, chopped carrots, minced green onions, garlic, ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are evenly incorporated.

Make the Dough
In another bowl, combine all-purpose flour and salt. Gradually add water while stirring until a dough forms. Knead the dough on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Shape the Potstickers
Divide the rested dough into small balls, about the size of a golf ball. Roll each ball into a thin circle, approximately 3 inches in diameter. Place a tablespoon of filling in the center of each circle. Fold the dough over the filling and pinch to seal, creating a half-moon shape. Ensure there are no air pockets.

Cook the Potstickers
In a non-stick skillet, heat vegetable oil over medium heat. Once hot, add the potstickers in a single layer, cooking for about 2-3 minutes or until the bottoms are golden brown. Carefully add water to the skillet (about 100 ml), cover with a lid, and let steam for an additional 5-7 minutes or until the water has evaporated and the potstickers are cooked through.

Remove the potstickers from the skillet and serve hot with soy sauce or your favorite dipping sauce.
