Prepare Pancake Batter

1. Mix the Batter

In a large bowl, combine the all-purpose flour, water, and salt. Whisk until smooth and let it rest for 20 minutes.

Heat a non-stick skillet over medium heat and add 1/2 tablespoon of vegetable oil. Pour about 1/2 cup of batter into the skillet, swirling to coat the bottom. Cook until the edges are set and bubbles form on the surface, about 2-3 minutes. Flip and cook for another 1-2 minutes until golden brown. Repeat with remaining batter, adding oil as needed.

Prepare Beef Filling

In a skillet over medium heat, add the ground beef, soy sauce, sesame oil, garlic, ginger, and black pepper. Cook until the beef is browned and fully cooked, about 5-7 minutes. Stir in the chopped green onions and remove from heat.

Make Secret Sauce

In a small bowl, whisk together soy sauce, hoisin sauce, rice vinegar, sugar, garlic powder, and chili oil until well combined.

Assemble Pancakes

Place a pancake on a plate, add a portion of the beef filling, a few julienned cucumbers, and a sprinkle of chopped cilantro. Drizzle with the secret sauce.

6. Roll and Serve

Roll the pancake tightly around the filling, slice in half if desired, and serve immediately.
