    Prepare the Beef Birria

    Add the minced garlic to the pot and sauté for 1 minute. Return the beef to the pot, add 4 cups of water, salt, and pepper. Bring to a boil, then reduce heat and simmer for 2-3 hours until the beef is tender.

    Cook the Potatoes

    While the beef is cooking, heat the remaining tablespoon of olive oil in another pan over medium heat. Add diced potatoes and season with salt and pepper. Cook until golden and tender, about 15-20 minutes. Set aside.

    Cook the Shrimp

    In a separate skillet, add the cleaned shrimp and cook over medium heat for about 3-4 minutes until they turn pink and opaque. Season with salt and pepper to taste.

    Assemble the Asheville

    Once the beef is tender, shred it using two forks. In a serving bowl, layer the shredded beef, cooked potatoes, shrimp, and top with Oaxaca cheese, avocado slices, pico de gallo, and a drizzle of chipotle aioli.

    Garnish with chopped cilantro and serve while hot.
