In a small saucepan, combine the white wine vinegar, dry white wine, shallots, and half of the tarragon. Bring to a boil, then reduce to a simmer and let it reduce until about 2 tablespoons of liquid remain. Strain the mixture and set aside to cool slightly.

In another saucepan, melt the unsalted butter over low heat until fully melted. Do not allow it to brown. Remove from heat and set aside.

In a heatproof bowl, whisk together the egg yolks and the cooled reduction until well combined.
