Make the Batter
In a large bowl, combine flour, cornstarch, baking powder, salt, black pepper, and cayenne pepper. Gradually whisk in the water until a smooth batter forms.

Heat the Oil
Heat vegetable oil in a deep skillet or fryer over medium-high heat.

Fry the Fish
Dip each fish fillet into the batter, allowing excess to drip off, then carefully place them into the hot oil. Fry until golden brown and crispy, about 3-4 minutes per side.

Drain the Fish
Remove the fish from the oil and place on a paper towel-lined plate to drain excess oil.

Prepare the Slaw
In a separate bowl, combine shredded cabbage and lime juice. Toss to coat evenly.

Warm the Tortillas
Warm the corn tortillas in a dry skillet over medium heat for about 30 seconds on each side.
