    Wash the oranges thoroughly and use a vegetable peeler to remove the outer peel, avoiding the bitter white pith. Cut the peels into strips and measure out 2 cups.

    In a saucepan, combine 1 cup of sugar and 1 cup of water. Heat over medium heat until the sugar is fully dissolved. Remove from heat and let it cool.
