Prepare the Battering Mixture
In a large bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Mix well. Gradually whisk in the ice-cold water until smooth and lump-free.

Heat the Oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Batter the Cod
Dip each cod fillet into the batter, allowing any excess to drip off.

Fry the Cod
Carefully place the battered cod fillets into the hot oil. Fry for about 4-5 minutes on each side or until golden brown and cooked through. Remove from the oil and place on paper towels to drain excess oil.
Tartar Sauce

Mix the Ingredients
In a bowl, combine the mayonnaise, chopped capers, chopped parsley, and lemon juice. Stir until well blended. Season with salt and black pepper to taste.
Sandwich Assembly

Toast the Buns
Lightly toast the brioche buns on a griddle or in a toaster until golden brown.

Assemble the Sandwich
On the bottom half of each toasted brioche bun, place a lettuce leaf, followed by a fried cod fillet. Top with a slice of Wisconsin American cheese, a few tomato slices, and a generous dollop of tartar sauce. Finish with the top half of the bun.
