Prepare béchamel sauce
In a small saucepan, melt 2 tablespoons of butter over medium heat. Whisk in 2 tablespoons flour to form a smooth roux and cook about 1 minute. Slowly whisk in 1 cup milk, continuing to cook until the sauce thickens to a creamy consistency. Stir in a pinch of nutmeg, 1/4 teaspoon salt, and 1/8 teaspoon white pepper. Keep warm.

Prep vegetables and cheese
Slice the tomato; thinly slice the red bell pepper. If not pre-grated, grate the Parmesan and shred the White Cheddar. Separate lettuce leaves and pat dry.

Assemble first layer
Spread a thin layer of béchamel on the non-buttered side of each bread slice. Layer ham, Emmenthaler, tomato, lettuce, and red pepper on the bread. Top with another slice of bread, béchamel side down.

Finish and bake/grill
Spread additional béchamel on top of each sandwich and sprinkle with Parmesan and White Cheddar. Place the sandwiches on a baking sheet and bake in a preheated 375°F (190°C) oven for 8-10 minutes, until cheese is melted and bubbling. For a golden bubbly finish, briefly broil 1-2 minutes.
