Prepare the Mochi Dough
In a large mixing bowl, combine the sweet rice flour and granulated sugar. Gradually add water while stirring continuously until the mixture is smooth and well combined.

Cook the Mochi
Transfer the mixture to a microwave-safe bowl. Cover with plastic wrap and microwave on high for 1 minute. Stir the mixture, cover again, and microwave for an additional 1 minute. Stir once more, then microwave for a final 30 seconds. The dough should be sticky and slightly translucent.

Dust with Cornstarch
Sprinkle a clean surface with cornstarch to prevent sticking. Carefully transfer the mochi dough onto the cornstarch-dusted surface. Use a rolling pin dusted with cornstarch to roll out the dough to about 1/4 inch thick.

Cut and Fill
Using a round cookie cutter or glass, cut out circles from the rolled mochi dough. Take a small scoop of ice cream (about 1 tablespoon) and place it in the center of each mochi circle.

Seal the Mochi
Quickly fold the edges of the mochi circle over the ice cream filling and pinch to seal. Roll the sealed mochi ball gently in your hands to smooth it out.

Chill the Mochi
Place the filled mochi balls on a plate dusted with cornstarch. Cover with plastic wrap and freeze for at least 1 hour to firm up.
