Make the Blondie Base
Preheat the oven to 350°F (175°C) and grease a 9x13 inch baking pan. In a medium saucepan, melt the butter over low heat. Remove from heat and stir in brown sugar and granulated sugar until combined. Add the eggs one at a time, mixing well after each addition. Stir in the vanilla extract. In a separate bowl, whisk together gluten-free flour, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, mixing until just combined. If using, fold in chocolate chips. Pour the batter into the prepared pan and spread evenly. Bake for 25-30 minutes or until a toothpick inserted in the center comes out clean. Let cool slightly before cutting into squares.

Assemble the Sundae
While the blondies are still warm, place a square of the blondie in a serving bowl. Top with a scoop of your choice of house ice cream. Drizzle with hot fudge and finish with a generous dollop of whipped cream. Serve immediately.
