Preheat the Oven
Preheat your oven to 350°F (175°C). Grease and flour a muffin tin or line it with paper liners.

Mix Dry Ingredients
In a large mixing bowl, whisk together the all-purpose flour, granulated sugar, baking powder, and salt until well combined.

Combine Mixtures
Pour the wet ingredients into the dry ingredients and stir gently until just combined. Be careful not to overmix.

Fill Muffin Tin
Spoon the batter into the prepared muffin tin, filling each cup about two-thirds full.

Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let the muffins cool in the pan for 5 minutes before transferring them to a wire rack to cool completely.

Prepare Chocolate Chips
Melt the chocolate chips in a microwave-safe bowl in 30-second intervals, stirring until smooth. Set aside to cool slightly.

Once the muffins are completely cool, use the melted chocolate to attach two chocolate chips on top of each muffin for the eyes.

Melt the red candy melts according to package instructions and use a small spoon to create a mouth shape on each muffin.

Cut the black licorice strips into small pieces and stick them into the tops of the muffins to create donkey ears.
