Cook the Filling
In a skillet over medium heat, cook the Philly steak until browned. Add sliced onions, poblano peppers, mushrooms, and diced tomatoes. Sauté until the vegetables are tender. Season with salt and pepper to taste.

Prepare the Cheese Dip
In a saucepan, combine cream cheese, shredded cheddar cheese, and milk. Heat over medium-low heat, stirring until the cheese is melted and the mixture is smooth. Add finely chopped jalapeño to taste.

Assemble the Burritos
Lay tortillas flat and fill each with the Philly steak mixture. Roll them up tightly and place them seam side down in a baking dish.

Top with Cheese Dip
Pour the prepared cheese dip over the assembled burritos.

Bake
Preheat the oven to 350°F (175°C). Bake the burritos for 15-20 minutes until heated through and bubbly.
