In a small bowl, warm the milk to just warm the touch. Stir in the sugar and yeast. Let sit 5–10 minutes until foamy.

Make the batter
In a large bowl, whisk together buckwheat flour, all-purpose flour, and salt. In a separate bowl, whisk the melted butter into the foamy milk. Pour the wet mixture into the dry ingredients and whisk until a smooth, cohesive batter forms. Cover and let rise in a warm spot for 60 minutes, until bubbly and slightly puffed.

Cook the blinis
Heat a nonstick skillet over medium heat and lightly brush with butter. For each blini, drop about 1 tablespoon of batter to form a 1.5-inch round. Cook until bubbles appear on the surface and the edges look set, about 1–2 minutes. Flip and cook another 1 minute on the other side. Transfer to a rack and keep warm.

Prepare crème fraîche topping
In a small bowl, stir together crème fraîche with lemon zest, lemon juice, and chopped dill. Season with a pinch of salt and a light crack of pepper if desired.

Plate and garnish
Place a blini on each serving plate. Top with a dollop of the lemon-dill crème fraîche. Add a generous spoonful of Grand Reserve Ossetra caviar (about 1 tablespoon per blini). Garnish with chives and a light grind of black pepper.

Serve immediately on a cold plate or with a small side dish of extra crème fraîche and lemon wedges. Enjoy the textures of warm, tender blinis with cool, briny caviar.
