Preheat the Oven
Preheat your oven to 375°F (190°C) to ensure it is hot when you bake the enchiladas.

Prepare the Sauce
In a small saucepan, heat the olive oil over medium heat. Add garlic powder, onion powder, chili powder, and cumin. Stir for about 1-2 minutes until fragrant. Add the enchilada sauce and simmer for 5-10 minutes, adjusting salt to taste.

Fill the Tortillas
Take a corn tortilla and spread about 2 tablespoons of refried beans in the center. Top with 2-3 tablespoons of shredded cheese.

Roll the Tortillas
Roll the tortilla tightly around the filling and place it seam-side down in a baking dish. Repeat with the remaining tortillas.

Add Sauce
Pour the prepared enchilada sauce evenly over the rolled tortillas in the baking dish, making sure they are well coated.

Bake the Enchiladas
Cover the baking dish with aluminum foil and bake in the preheated oven for 20 minutes. Remove the foil and bake for an additional 10 minutes, or until the cheese is bubbly and slightly golden.

Once baked, remove from the oven and let cool for a few minutes. Top with sour cream, chopped green onions, and cilantro before serving.
