Method
Marinating the Beef

Prepare the Marinade
In a bowl, combine the soy sauce, oyster sauce, black pepper, minced garlic, and brown sugar. Mix well.

Marinate the Beef
Cut the beef sirloin into 1-inch cubes. Add the beef to the marinade, ensuring all pieces are coated. Cover and refrigerate for at least 30 minutes.
Cooking the Beef

Sear the Beef
Heat 1 tablespoon of vegetable oil in a large skillet over high heat. Once hot, add the marinated beef cubes in a single layer. Sear for about 2-3 minutes on each side until browned and cooked to your liking. Remove from the skillet and set aside.

Cook the Vegetables
In the same skillet, add the remaining tablespoon of vegetable oil. Add the bell pepper and red onion. Stir-fry for about 3-4 minutes until they are tender but still crisp.

Combine and Finish
Return the beef to the skillet with the vegetables. Toss everything together and cook for an additional 1-2 minutes to heat through.

Serve the beef and vegetable mixture over a bed of steamed jasmine rice.
