Prepare the Broth
In a large pot, add the beef bones and water. Bring to a boil, then reduce to a simmer. Skim off any foam that rises to the top.

Add Aromatics and Spices
Add the roasted onion and ginger, star anise, cloves, cinnamon stick, fish sauce, salt, and sugar to the pot. Simmer for 3-4 hours, adding water as necessary to keep the bones submerged.

Strain the Broth
Once the broth is rich and flavorful, strain it through a fine mesh sieve into another pot. Discard solids and keep the broth warm.
Meatball Preparation

Mix the Meatball Ingredients
In a mixing bowl, combine the ground beef, minced garlic, chopped green onion, fish sauce, sugar, and black pepper. Mix well until fully combined.

Form the Meatballs
Shape the mixture into small meatballs, about 1 inch in diameter. You should get approximately 16-20 meatballs.

Cook the Meatballs
Bring the strained broth back to a gentle simmer. Add the meatballs and cook for about 10-12 minutes or until they are cooked through.
Noodle Preparation and Serving

Prepare the Rice Noodles
Cook the rice noodles according to package instructions. Drain and set aside.

Assemble the Pho
In serving bowls, place a portion of rice noodles, then ladle the hot broth and meatballs over the top.

Add Garnishes
Top with fresh basil leaves, bean sprouts, lime wedges, and sliced jalapeño. Serve immediately.
