Flank Steak Preparation

Season the Steak
Sprinkle the flank steak with salt and black pepper on both sides.

Mix the Meatball Ingredients
In a bowl, combine ground beef, fish sauce, minced garlic, chopped green onions, cornstarch, and black pepper. Mix well until fully combined.

Form the Meatballs
Shape the mixture into small meatballs, about 1 inch in diameter.

Cook the Meatballs
In a pot of boiling water, cook the meatballs for about 5-7 minutes, or until fully cooked through. Remove and set aside.
Broth Preparation

Prepare the Broth
In a large pot, combine beef broth, halved onion, sliced ginger, star anise, cinnamon stick, cloves, fish sauce, and sugar. Bring to a boil.

Simmer the Broth
Reduce heat to low and let the broth simmer for about 30 minutes to infuse the flavors. Strain the broth and discard solids.
Noodle Assembly

Cook the Rice Noodles
In a separate pot, cook rice noodles according to package instructions. Drain and set aside.

Assemble the Pho
In serving bowls, place a portion of rice noodles, sliced flank steak, and cooked meatballs. Ladle hot broth over the top.

Top with bean sprouts, basil leaves, lime wedges, and sliced jalapeños as desired. Serve immediately.
