Make the Filling
In a medium bowl, combine the cream cheese, crab meat, chopped green onions, garlic powder, soy sauce, salt, and black pepper. Mix until well blended.

Assemble the Crab Rangoon
Take one wonton wrapper and place about 1-2 teaspoons of the crab filling in the center. Moisten the edges of the wrapper with water using your fingers. Fold the wrapper in half diagonally to form a triangle and press the edges to seal. You can also bring the two corners of the triangle together to form a 'hat' shape, sealing with water.

Fry the Crab Rangoon
In a deep frying pan or pot, heat vegetable oil over medium-high heat until it reaches 350°F (175°C). Carefully add the crab rangoon in batches, being sure not to overcrowd the pan. Fry for about 3-4 minutes or until they are golden brown and crispy. Use a slotted spoon to remove them from the oil and drain on paper towels.
