Prepare the Bulgar
In a medium saucepan, bring 2 cups of water to a boil. Add 1 cup of bulgar wheat, remove from heat, cover, and let it sit for about 15-20 minutes until the bulgar is tender and water is absorbed.

Chop the Vegetables
While the bulgar is soaking, finely chop the parsley, mint, tomatoes, cucumber, and green onions.

Combine Ingredients
In a large bowl, fluff the bulgar with a fork, then add the chopped vegetables, olive oil, lemon juice, salt, and black pepper. Mix well to combine.

Chill and Serve
Let the tabbouleh sit in the refrigerator for at least 30 minutes to allow the flavors to meld before serving.
