Preheat the Oven

Preheat your oven to 350°F (175°C) and grease two 9-inch round cake pans.

Mix Dry Ingredients

In a large mixing bowl, sift together the all-purpose flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt.

Combine Wet Ingredients

In another bowl, combine the eggs, whole milk, vegetable oil, and vanilla extract. Mix well until combined.

Combine Wet and Dry

Gradually add the wet ingredients to the dry ingredients, mixing gently until just combined.

Add Boiling Water

Carefully stir in the boiling water until the batter is smooth. Note that the batter will be thin.

Bake the Cake

Pour the batter evenly into the prepared cake pans. Bake for 30-35 minutes, or until a toothpick inserted in the center comes out clean.

Cool the Cakes

Allow the cakes to cool in the pans for 10 minutes, then turn them out onto a wire rack to cool completely.

Heat the Cream

In a small saucepan, heat the heavy cream over medium heat until it just starts to simmer.

Add Chocolate Chips

Remove from heat and add the semi-sweet chocolate chips to the hot cream. Let it sit for 5 minutes.

Stir Until Smooth

Whisk the mixture until the chocolate is completely melted and the ganache is smooth.

Cool the Ganache

Let the ganache cool until it thickens slightly before using it to frost the cake.
