    In a medium saucepan over medium heat, melt butter. Add flour and whisk continuously for 1-2 minutes to create a roux. Slowly whisk in milk, ensuring no lumps form. Cook until the mixture thickens, about 5 minutes.

    Reduce heat to low, then stir in cheddar cheese and cream cheese until fully melted and smooth. Add garlic powder, onion powder, and black pepper. Mix well.

Combining and Baking

    In a large mixing bowl, combine the cooked macaroni with the cheese sauce. Stir until the pasta is evenly coated.
