Preparing the Filling

Chop and Combine Ingredients
In a mixing bowl, combine the peeled and deveined shrimp, minced garlic, chopped green onions, grated ginger, soy sauce, sesame oil, cornstarch, salt, and pepper. Mix thoroughly until all ingredients are well incorporated.
Assembling the Dumplings

Fill and Fold Dumplings
Take a dumpling wrapper and place a teaspoon of the shrimp filling in the center. Moisten the edges of the wrapper with a bit of water, fold it over to create a half-moon shape, and press the edges to seal. Repeat until all filling is used.
Cooking the Dumplings

Steam the Dumplings
Prepare a steamer basket over boiling water. Place the dumplings in the basket, making sure they are not touching. Cover and steam for about 8-10 minutes or until the shrimp is cooked through and the wrappers are translucent.
Making the Port Wine Sauce

Prepare the Sauce
In a small saucepan, combine port wine, soy sauce, brown sugar, cornstarch, and water. Stir over medium heat until the mixture comes to a simmer and thickens slightly. Remove from heat and stir in sesame oil.
Serving the Dish

Plate and Serve
Place the steamed shrimp dumplings on a serving platter and drizzle the port wine sauce over them. Serve hot and enjoy!
