Make the Herb Butter
In a mixing bowl, combine the unsalted butter, chopped parsley, chopped dill, minced garlic, lemon zest, salt, and black pepper. Mix well until all ingredients are fully incorporated.

Marinate the Fish
Take the Dover sole fillets and place them in a shallow dish. Spread the herb butter mixture generously over the fillets, ensuring they are well-coated. Cover with plastic wrap and refrigerate for at least 30 minutes to allow the flavors to meld.

Cook the Fish
Preheat your oven to 375°F (190°C). Place the marinated Dover sole fillets on a baking sheet lined with parchment paper. Bake in the preheated oven for 15-20 minutes, or until the fish is opaque and flakes easily with a fork.

Remove the fish from the oven and transfer to serving plates. Garnish with lemon wedges and whole parsley leaves if desired. Serve immediately.
