Cook the Penne
Bring a large pot of salted water to a boil. Add the penne pasta and cook according to package instructions until al dente. Drain and set aside.

Sauté Shallots
In a large skillet, heat the olive oil over medium heat. Add the chopped shallots and sauté until they are translucent, about 3-4 minutes.

Add Vodka
Carefully add the vodka to the skillet and allow it to simmer for about 2 minutes, letting the alcohol evaporate.

Make the Sauce
Stir in the tomato paste and heavy cream, mixing well to combine. Let the sauce simmer for about 5 minutes, stirring occasionally.

Combine Ingredients
Add the cooked penne pasta to the sauce and toss to coat. Then gently fold in the smoked salmon, salt, black pepper, and fresh basil. Cook for an additional 2-3 minutes until heated through.

Serve the pasta hot, garnished with grated Parmesan cheese if desired.
