    Prepare butter-hazelnut garnish

    In a small bowl, combine the softened butter, finely chopped toasted hazelnuts, lemon zest, and half of the snipped chives. Stir until evenly distributed. Season lightly with 1/8 tsp flaky sea salt and a pinch of black pepper. Cover and refrigerate until ready to serve — bring to just below room temperature (about 10–15 minutes before plating) so the butter is soft but not melted.

    Plate the caviar

    Keep the jar of Osetra chilled on ice until the last moment. Using a mother-of-pearl or nonreactive spoon, gently spoon small quenelles or mounds (about 10–12 g each) onto a chilled serving dish or directly onto blinis when assembling. Do not press or overwork the pearls; maintain their round shape. If serving on individual blinis, top each blini with a small dab (about 1/2 teaspoon) of the hazelnut butter, then a spoonful of caviar. Finish with a tiny flake of sea salt if desired, a few snips of chive, and a tiny twist of black pepper.

Blinis

    Bloom yeast

    Combine the warm water (about 38°C / 100°F), sugar, and active dry yeast in a small cup. Stir gently and let stand for 5–8 minutes until foamy.

    Make batter

    In a medium bowl, whisk together the flour and salt. In a separate bowl, whisk the warm milk, yogurt, egg yolks (reserve whites separately), and melted butter. Add the foamy yeast mixture to the wet ingredients, then whisk into the dry ingredients until a smooth batter forms. Cover the bowl with a clean towel and let rest in a warm spot for 30–45 minutes; the batter should rise slightly and become airy.

    Whip egg whites

    Just before cooking, whisk the reserved egg whites to soft peaks. Fold the whites gently into the rested batter in two additions, keeping as much air as possible to produce light blinis.

    Cook blinis

    Heat a nonstick skillet or crepe pan over medium-low heat and brush lightly with vegetable oil or melted butter. Drop batter by tablespoonfuls (about 6 cm / 2.5 inch rounds) into the pan, leaving space between them. Cook each blini 1–1.5 minutes until bubbles form on the surface and the underside is golden, then flip and cook 30–45 seconds more. Transfer to a warm plate; keep covered loosely with foil while you finish the batch. Yield: about 18–22 small blinis.

    Keep warm

    If holding blinis for a short time, stack them between clean kitchen towels in a low-warm oven (around 80–90°C / 175–195°F) so they remain tender but not dry. Serve within 30 minutes for best texture.

    Prepare accompaniments

    Place crème fraîche in a small chilled bowl. Arrange thin lemon wedges and warm new potatoes on a platter. Potatoes can be lightly salted and brushed with a little butter; they provide a starchy counterpoint to the caviar. Provide small mother-of-pearl spoons or nonreactive spoons for serving the caviar.

    Assemble and serve

    To serve: place a warm blini on a plate, add a small dab (about 1/2 tsp) of the hazelnut butter, then top with 10–12 g (about 1 teaspoon) of Osetra caviar. Garnish with a few chopped chives, a micro-grated pinch of lemon zest, and a tiny flake of sea salt if desired. Offer crème fraîche, lemon wedges, and potatoes on the side. Consume immediately to enjoy the buttery, salty, and nutty contrasts.
