    Prepare the Base

    In a large pot, heat the olive oil over medium heat. Add the chopped onion, minced garlic, grated ginger, and diced bell pepper. Sauté until the vegetables are soft and fragrant, about 5-7 minutes.

    Add Spices and Broth

    Stir in the saffron threads, orange zest, star anise, salt, and black pepper. Add the chicken or vegetable broth and bring the mixture to a gentle boil.

    Simmer the Chowder

    Once boiling, reduce the heat to low, and let it simmer for about 10 minutes to allow the flavors to meld.

    Add Seafood

    Add the shrimp and mussels to the pot. Pour in the coconut milk and stir gently. Cover the pot and cook for another 5-7 minutes, or until the mussels have opened and the shrimp are cooked through.

    Finish and Serve

    Remove the star anise pieces. Taste and adjust seasoning if necessary. Serve hot, garnished with fresh cilantro.
