Prepare the Ingredients
Start by preparing all your ingredients. Peel and devein the shrimp, and cut the white fish into bite-sized pieces. Slice the sweet potato, zucchini, and bell pepper into thin strips.

Make the Tempura Batter
In a mixing bowl, combine the all-purpose flour and cornstarch. Gradually add the ice water, mixing gently until just combined. The batter should be lumpy; do not overmix.

Heat the Oil
In a large pot or deep fryer, heat the vegetable oil to 180°C (350°F). Use a thermometer to check the temperature for accuracy.

Fry the Vegetables and Seafood
Dip the prepared shrimp, white fish, and vegetables into the batter, allowing excess batter to drip off. Carefully place them in the hot oil, frying in small batches to avoid overcrowding. Fry for 2-4 minutes or until golden and crispy.

Drain and Serve
Using a slotted spoon, remove the tempura from the oil and drain on paper towels. Sprinkle lightly with salt and serve immediately with soy sauce and mirin for dipping.
