Prepare noodles and dipping sauce
Cook the noodles according to package instructions until just al dente. Drain and rinse under cold water to stop cooking; set aside. In a small bowl, whisk together 2 tbsp soy sauce, 2 tbsp mirin, 1 tbsp rice vinegar, 1 tsp sugar, and a pinch of salt to create a light dipping sauce. Transfer to a serving dish and chill if desired.

Make tempura batter and heat oil
In a large bowl, whisk together 1 cup flour, 0.5 cup cornstarch, 1 egg, and ice-cold sparkling water to form a light batter. Dip oil in a deep pot and heat vegetable oil to 360°F (182°C).

Fry tempura
Dip sliced vegetables or shrimp into the batter and fry in batches until crisp and golden. Transfer to a rack to drain and keep warm.

Arrange the drained noodles on a plate, drizzle with dipping sauce, and plate the tempura on the side for dipping. Sprinkle chili powder or shichimi togarashi over the tempura or sauce to finish.
