Make the Caramel Sauce

In a saucepan over medium heat, combine the sugar and water. Stir until the sugar dissolves, then stop stirring and allow it to cook until it turns a golden-brown color. Carefully pour the caramel into a round baking dish, tilting the dish to coat the bottom evenly. Set aside to cool.

Prepare the Flan Mixture

In a blender, combine the sweetened condensed milk, whole milk, eggs, and vanilla extract. Blend until smooth and well combined.

Combine and Bake

Pour the flan mixture over the cooled caramel in the baking dish. Place the baking dish inside a larger baking pan and fill the pan with water to create a water bath. Bake in a preheated oven at 350°F (175°C) for about 60 minutes, or until the flan is set and a toothpick inserted comes out clean.

Cool and Serve

Remove the flan from the oven and let it cool at room temperature. Once cooled, refrigerate for at least 4 hours, or overnight. To serve, carefully invert the flan onto a serving plate, allowing the caramel to drizzle over the top.
