Start by rinsing the large shrimp under cold water. Peel the shrimp, leaving the tails intact, and devein them by making a shallow cut along the back and removing the dark vein. Pat the shrimp dry with paper towels.

In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, and salt. Mix well. Slowly add the cold water while stirring gently with chopsticks or a fork until the batter is just combined. Be careful not to overmix; it should be lumpy. Add the ice cubes to keep the batter cold.

In a deep frying pan or a pot, heat the vegetable oil over medium-high heat until it reaches about 350°F (175°C). You can test the oil by dropping a small amount of the batter into it; if it bubbles and rises to the surface, the oil is ready.

Dip each shrimp into the tempura batter, allowing any excess to drip off. Carefully place the battered shrimp into the hot oil, frying in batches to avoid overcrowding.
