Prepare the Meat Mixture
In a large bowl, combine ground beef, breadcrumbs, egg, minced garlic, chopped parsley, salt, and black pepper. Mix until well combined.

Shape the Meatballs
Using your hands, form the mixture into evenly sized meatballs, about 1 inch in diameter.

Cook the Meatballs
Heat olive oil in a large skillet over medium heat. Add the meatballs and cook until browned on all sides, about 8-10 minutes. Remove from skillet and set aside.
Tomato Sauce

Prepare the Sauce
In the same skillet, add 1 tablespoon of olive oil. Add the minced garlic and cook until fragrant, about 1 minute.

Simmer the Sauce
Add the canned crushed tomatoes, dried oregano, salt, black pepper, and sugar. Stir to combine and bring to a simmer.

Combine Meatballs with Sauce
Return the meatballs to the skillet, cover, and let simmer for 15 minutes until the meatballs are cooked through and the sauce has thickened.

Mix the Ricotta
In a small bowl, combine ricotta cheese, chopped basil, chopped chives, lemon zest, salt, and black pepper. Mix until smooth and well incorporated.
