Mix Dry Ingredients
In a large mixing bowl, combine the milk powder, all-purpose flour, and baking powder. Mix well to ensure even distribution of the dry ingredients.

Add Ghee
Add the ghee (or unsalted butter) to the dry mixture. Use your fingers to rub the ghee into the flour mixture until it resembles coarse breadcrumbs.

Rest the Dough
Cover the dough with a damp cloth and let it rest for about 15-20 minutes. This helps to soften the dough.

Add Flavorings
Add the cardamom pods and rose water to the syrup. Bring to a gentle boil and then reduce the heat. Let it simmer for about 5-7 minutes until it slightly thickens. Remove from heat and set aside.
Frying the Dough Balls

Shape the Dough
Once the dough has rested, grease your hands with a little ghee or oil. Take small portions of dough and roll them into smooth balls, about the size of a marble.

Heat Oil
In a deep frying pan, heat the oil over medium heat. To test if the oil is ready, drop a small piece of dough into the oil; if it sizzles and rises to the top, the oil is hot enough.

Fry the Dough Balls
Carefully add the dough balls to the hot oil, a few at a time. Fry until they are golden brown, turning occasionally to ensure even cooking. This should take about 5-7 minutes.

Drain and Soak
Once fried, remove the dough balls with a slotted spoon and drain on paper towels for a few seconds. Then, immediately transfer them to the warm sugar syrup. Let them soak for at least 30 minutes before serving.
