Prepare the dough
In a medium saucepan, combine water, unsalted butter, granulated sugar, and salt. Bring to a boil over medium heat.

Add the flour
Once boiling, remove from heat and add all-purpose flour all at once. Stir vigorously with a wooden spoon until the mixture forms a ball and pulls away from the sides of the pan.

Incorporate the eggs
Allow the dough to cool slightly, then add eggs one at a time, mixing thoroughly after each addition until the dough is smooth and glossy.

Pipe the churros
Transfer the dough into a piping bag fitted with a large star tip. Pipe 4-6 inch long strips directly into the hot oil, cutting with scissors.

Fry the churros
Fry the churros in batches, turning occasionally, until golden brown, about 2-4 minutes. Remove with a slotted spoon and drain on paper towels.

Dust with sugar
In a shallow dish, mix granulated sugar and ground cinnamon. Roll the hot churros in the cinnamon sugar mixture until well coated.

Heat the cream
In a small saucepan over medium heat, bring the heavy cream to a gentle simmer, stirring frequently.

Melt the chocolate
Remove from heat and add the semi-sweet chocolate chips. Let sit for 1-2 minutes, then whisk until smooth and fully melted.

Add vanilla
Stir in the vanilla extract and mix until combined. Serve warm with churros.
