Prepare the Rice
Rinse the long-grain rice under cold water until the water runs clear. Drain well.

Sauté Vegetables
In a large skillet, heat the vegetable oil over medium heat. Add the chopped onion and sauté until translucent, about 3-4 minutes. Stir in the minced garlic and cook for an additional minute.

Add Tomato and Spices
Add the diced tomato, chili powder, cumin, salt, and black pepper to the skillet. Cook for another 2 minutes until the tomatoes soften.

Combine Rice and Broth
Stir in the rinsed rice, vegetable broth, and chopped green bell pepper. Bring the mixture to a boil.

Simmer
Once boiling, reduce the heat to low, cover, and let it simmer for about 18-20 minutes or until the rice is cooked and the liquid is absorbed.

Finish with Peas and Cilantro
Remove from heat and stir in the frozen peas and chopped cilantro. Let it sit covered for 5 minutes before serving.
