Cook the Penne Pasta
In a large pot of boiling salted water, cook the penne pasta according to package instructions until al dente. Drain and set aside.

Prepare the Meat Sauce
In a large skillet, heat the olive oil over medium heat. Add minced garlic and sauté until fragrant, about 1 minute. Add ground beef, salt, and black pepper, cooking until the beef is browned. Drain excess fat.

Combine Ingredients
Stir in marinara sauce and heavy cream into the beef mixture. Let it simmer for about 5 minutes. Then, fold in the cooked penne pasta and grated Romano cheese.

Bake the Dish
Preheat the oven to 375°F (190°C). Transfer the pasta mixture into a greased baking dish. Top with shredded mozzarella cheese. Bake in the preheated oven for about 25-30 minutes, or until the cheese is bubbly and golden.
