Make the Cake
Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

Mix Dry Ingredients
In a large bowl, whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Combine Mixtures
Pour the wet ingredients into the dry ingredients and mix until just combined.

Bake the Cake
Divide the batter between the prepared cake pans and bake for 30-35 minutes or until a toothpick comes out clean.

Make the Ganache
While the cake is baking, heat the heavy cream in a saucepan until it begins to simmer. Remove from heat and stir in the chocolate chips until melted and smooth.

Cool the Cake
Once the cakes are done, allow them to cool in the pans for 10 minutes, then turn them out onto a wire rack to cool completely.

Assemble the Cake
Place one cake layer on a serving plate, spread a layer of ganache on top, and then place the second layer on top. Pour remaining ganache over the top of the cake.

Serve slices of cake with a scoop of vanilla ice cream, topped with caramel rice crisps and butter toffee peanuts.
