Prepare the Brussels Sprouts
Trim the ends of the Brussels sprouts and cut them in half. Rinse under cold water and pat dry.

Heat the Oil
In a deep frying pan or wok, heat the cooking oil over medium-high heat until shimmering.

Flash Fry the Brussels Sprouts
Carefully add the Brussels sprouts to the hot oil in batches. Fry for about 3-4 minutes or until they are golden brown and crispy. Remove with a slotted spoon and drain on paper towels.

Make the Fish Caramel Sauce
In a small saucepan, combine the fish sauce, grated ginger, and a tablespoon of water. Heat over low until slightly thickened, about 2-3 minutes.

Combine and Serve
In a large bowl, toss the fried Brussels sprouts with the fish caramel sauce, chopped cilantro, and chili flakes to taste. Serve immediately.
