    Preheat the Oven

    Preheat your oven to 350°F (175°C) and grease two 9-inch round cake pans.

    Mix Dry Ingredients

    In a large bowl, sift together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

    Combine Wet Ingredients

    In another bowl, whisk together the eggs, milk, vegetable oil, and vanilla extract until well blended.

    Combine Mixtures

    Pour the wet ingredients into the dry ingredients and mix until just combined.

    Add Boiling Water

    Carefully stir in the boiling water until the batter is smooth. The batter will be thin.

    Bake the Cake

    Evenly divide the batter between the prepared cake pans and bake for 30-35 minutes, or until a toothpick inserted in the center comes out clean.

    Let the cakes cool in the pans for 10 minutes, then transfer to a wire rack to cool completely.

    In a medium bowl, beat the butter until creamy, then add the cocoa powder and mix until well combined.

    Once the cakes are completely cooled, place one layer on a serving plate, spread frosting on top, then place the second layer on top and frost the top and sides.
