Prepare the Fries

Peel the potatoes and cut them into fry shapes. Soak them in water for at least 30 minutes to remove excess starch.

Marinate the Beef

Slice the flank steak into strips. In a bowl, combine soy sauce, red wine vinegar, minced garlic, and black pepper. Add beef strips and marinate for at least 15 minutes.

Cook the Fries

Heat vegetable oil in a large frying pan or deep fryer to 350°F (175°C). Drain and pat the soaked potatoes dry, then fry in batches until golden brown and crispy, about 5-7 minutes. Remove and drain on paper towels. Season with salt.

Stir-fry the Beef

In a large skillet or wok, heat a tablespoon of oil over high heat. Add the marinated beef and stir-fry for 3-4 minutes until browned. Remove from the skillet and set aside.

Cook the Vegetables

In the same skillet, add another tablespoon of oil if needed. Stir-fry the sliced red onion, yellow bell pepper, and tomatoes for about 2-3 minutes until slightly softened.

Combine and Serve

Return the beef to the skillet with the vegetables, stirring well to combine. Cook for an additional minute. Remove from heat and garnish with chopped cilantro. Serve hot with the fries on the side.
