Milk Base
Prepare aromatics
Crush cardamom pods lightly with the flat side of a knife to open. Bruise the saffron threads and add them to 2 tablespoons warm milk; set aside to release color and aroma for 10–15 minutes.
Reduce milk
In a heavy-bottomed saucepan, bring 1 liter whole milk to a gentle simmer over medium heat, stirring occasionally to prevent scorching. Reduce heat to medium-low and continue to simmer gently, stirring and scraping the sides, until milk reduces by about one-third (to roughly 650–700 ml). This should take 25–35 minutes. Keep the simmer gentle; you want milk to thicken and develop a slightly caramelized flavor, not burn.
Enrich and sweeten
Add 250 ml heavy cream, 200 g sweetened condensed milk, and 50 g granulated sugar to the reduced milk. Stir to dissolve sugar and combine. Continue to simmer gently for another 8–10 minutes, stirring frequently, until mixture is noticeably thicker and coats the back of a spoon.
Flavoring & Finishing
Infuse with cardamom and saffron
Add the crushed cardamom pods to the simmering milk for the last 5 minutes of cooking so the flavor infuses. Remove the pan from heat and strain out the pods (you can leave a little crushed cardamom if you prefer stronger flavor). Stir in the saffron-infused milk and 1 teaspoon rose water.
Optional mango variation
If making mango kulfi, allow the base to cool slightly (so it doesn't curdle the fruit), then whisk in 200 g mango puree until evenly combined. For plain kulfi skip this step.
Strain and portion
Strain the cooled mixture through a fine-mesh sieve into a clean bowl to remove any solids and ensure a smooth texture. Pour the strained kulfi mixture into kulfi molds, small popsicle molds, or a loaf pan. Sprinkle chopped pistachios into each mold or over the top if using a loaf pan.
Freeze unmixed (traditional unchurned method)
Cover molds tightly with foil or lids. Freeze for at least 8 hours, preferably overnight, until fully set and solid. Because this is unchurned, it will freeze into a dense, creamy block rather than aerated ice cream.
Unmold and serve
To unmold, dip the bottom of each mold in warm water for 10–20 seconds (do not submerge) to loosen. Gently pull out the kulfi. If using a loaf pan, remove foil, run a knife around edges and invert onto a plate, tapping gently. Serve immediately, garnished with additional chopped pistachios and a few saffron threads or a light drizzle of condensed milk if desired.
