Prepare the Crust
In a mixing bowl, combine the chocolate cookie crumbs and melted butter. Mix until the crumbs are fully coated. Press the mixture firmly into the bottom and up the sides of a 9-inch pie pan. Bake at 350°F (175°C) for 10 minutes, then let cool.

Make the Peanut Butter Mousse
In a large bowl, beat together the peanut butter, cream cheese, and powdered sugar until smooth. In a separate bowl, whip the heavy cream until stiff peaks form. Gently fold the whipped cream into the peanut butter mixture until fully combined.

Assemble the Pie
Spread the peanut butter mousse evenly over the cooled chocolate crust. Place in the refrigerator to set for at least 2 hours.

Prepare the Chocolate Layer
Melt the milk chocolate in a microwave or double boiler until smooth. Pour over the set peanut butter mousse and spread evenly. Return to the refrigerator for another 30 minutes to set.

Add Toppings
Once the chocolate layer is set, drizzle with caramel sauce and melted peanut butter. Top with chopped Reese's Peanut Butter Cups.
