Preparing the Anchovies

Rinse the Anchovies
Gently rinse the Cantabrian anchovies under cold running water to remove excess salt. Pat them dry with paper towels.

Marinate the Anchovies
Place the rinsed anchovies in a shallow dish. Drizzle with extra virgin olive oil, sprinkle sea salt, and add lemon zest. Let them marinate for at least 15 minutes to allow the flavors to develop.
Preparing the Piquillo Peppers

Prepare the Piquillo Peppers
If using jarred piquillo peppers, drain them well. If you have roasted piquillo peppers, peel off the skins if necessary.

Mix the Filling
In a small bowl, combine minced garlic, chopped fresh parsley, balsamic vinegar, and black pepper. Mix well to create a flavorful stuffing.

Assembling the Dish

Arrange the Anchovies and Peppers
On a serving platter, artfully arrange the marinated anchovies and stuffed piquillo peppers together, drizzling any remaining marinade from the anchovies over the top.

Serve immediately as a delicious appetizer or tapa, garnished with additional parsley if desired.
