If using fresh carrots and broccoli: peel and dice carrots into small cubes to equal about 1 cup; cut broccoli into small florets and chop to make about 1 cup. If using frozen vegetables, measure and keep frozen until ready to cook. Finely dice the red bell pepper to yield 1/2 cup.

Slowly pour in 1 cup milk while whisking to avoid lumps. Continue to cook and whisk over medium heat until the sauce thickens slightly, about 3–4 minutes. It should coat the back of a spoon.

Lower heat to low. Stir in 3/4 cup shredded mild cheddar until melted and smooth. Add 1/2 tsp salt, 1/2 tsp garlic powder, 1/8 tsp black pepper (optional), and 1 tsp dried or fresh parsley. Taste and adjust lightly (remember this is for kids so keep seasonings mild). If sauce becomes too thick, add 1–2 tbs milk to reach a saucy consistency.
Combine Vegetables and Sauce

Add the drained cooked vegetables (carrot, peas, corn, red bell pepper, broccoli) to the creamy cheese sauce. Gently fold to coat everything evenly. If mixture seems watery, cook together for 1–2 minutes to let some moisture reduce. Fold in lemon zest (optional) for brightness.

If you want a warm, lightly crisp topping: preheat oven to 375°F (190°C). Transfer the vegetable mixture to a small baking dish (about 8x8 inches or equivalent). Mix 1/2 cup breadcrumbs with 2 tbs grated Parmesan and sprinkle evenly over the top. Bake for 12–15 minutes until topping is lightly golden and the filling is bubbly.

For a faster option, skip the oven. Spoon the vegetable mixture into bowls and sprinkle breadcrumbs and Parmesan on top for texture without baking.
