In a saucepan, heat the vegetable broth over medium heat and keep it warm.

In a large skillet, heat olive oil and 1 tablespoon of butter over medium heat. Add the chopped shallots and garlic, sautéing until they are soft and translucent.

Toast the Rice
Add the Arborio rice to the skillet, stirring frequently for about 2 minutes until the rice is slightly toasted.

Deglaze with Wine
Pour in the white wine, stirring continuously until the wine has mostly evaporated.

Begin adding the warm vegetable broth one ladle at a time, stirring frequently. Wait until the liquid is mostly absorbed before adding more broth. Continue this process until the rice is creamy and al dente, about 18-20 minutes.

Once the rice is cooked to your preference, remove from heat. Stir in the remaining tablespoon of butter and the grated Parmesan cheese. Season with salt, black pepper, and fresh parsley.
