    In a large bowl, mix the all-purpose flour, cornstarch, baking powder, salt, and black pepper. In another bowl, whisk together the eggs and milk. Combine the wet and dry ingredients until just mixed.

    In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

    Coat the flounder

    Dip each flounder fillet into the batter, allowing excess to drip off.

    Carefully place the battered flounder into the hot oil and fry for about 3-4 minutes on each side, or until golden brown and crispy. Remove and drain on paper towels.
