Prepare the batter
In a large bowl, mix the all-purpose flour, cornstarch, baking powder, salt, and black pepper. In another bowl, whisk together the eggs and milk. Combine the wet and dry ingredients until just mixed.

Heat the oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Coat the flounder
Dip each flounder fillet into the batter, allowing excess to drip off.

Fry the flounder
Carefully place the battered flounder into the hot oil and fry for about 3-4 minutes on each side, or until golden brown and crispy. Remove and drain on paper towels.

Prepare the fries
While frying the flounder, prepare the house cut fries according to your preferred method (frying or baking).

Serve
Serve the fried flounder with house cut fries and a side of tartar sauce.
