Prepare the Marinade
In a large bowl, combine soy sauce, rice vinegar, brown sugar, minced garlic, minced ginger, sesame oil, and black pepper. Mix well until the sugar is dissolved.

Marinate the Chicken
Add the chicken breasts to the marinade, ensuring they are fully submerged. Cover and refrigerate for at least 1 hour, or overnight for better flavor.

Prepare the Breading
In a shallow dish, mix together all-purpose flour and cornstarch. In another bowl, whisk the eggs and water together until well combined.

Bread the Chicken
Remove marinated chicken from the refrigerator. Dip each piece into the flour mixture, then into the egg wash, and back into the flour mixture for a double breading effect.

Fry the Chicken
In a large skillet, heat vegetable oil over medium-high heat. Once hot, carefully add the breaded chicken pieces. Fry for 5-7 minutes on each side or until golden brown and cooked through. Remove and drain on paper towels.
